Overview

The CP3P Preparation (Level 2) program, delivered by Toraza Zenith Inc., prepares participants for the APMG CP3P Preparation examination.

It covers Chapters 2 to 5 of the APMG PPP Guide, focusing on how to establish and tailor PPP frameworks and how to identify, screen, appraise and prepare PPP projects in a given government context. Successful completion of the Foundation level is a prerequisite.

Version 2 update: As of 1 December 2026, the program is aligned with CP3P Version 2, based on the refreshed PPP Guide (2026). For the Preparation level, this brings greater emphasis on climate risk and resilience, environmental and social considerations, gender inclusion, early-stage value for money assessment and the fiscal treatment of contingent liabilities.

Objectives

By the end of the program, participants will be able to:

• Explain the components of a PPP framework and how to tailor it to a country's context

• Apply the processes for identifying and screening potential PPP projects

• Appraise PPP projects for feasibility, affordability, fiscal impact and value for money.

• Structure and prepare a PPP project for procurement, including risk allocation

• Integrate the Version 2 themes of climate resilience, environmental and social considerations and gender inclusion into project preparation

• Prepare for and pass the APMG CP3P Preparation examination

The program is designed for individuals involved in developing or implementing PPP frameworks and preparing PPP projects, including:

• Public sector officials in PPP units, ministries of finance, line ministries and procuring authorities

• PPP practitioners responsible for project identification, appraisal and preparation

• Advisers and consultants (legal, financial and technical) supporting governments on PPP programs

• Private sector professionals seeking to understand how governments develop PPP projects as business opportunities

• CP3P Foundation holders progressing toward full CP3P certification.
