Overview

The CP3P Execution (Level 3) program, delivered by Toraza Zenith Inc., prepares participants for the APMG CP3P Execution examination.

It covers the APMG PPP Guide chapters on structuring and drafting the PPP contract, tendering and award through to financial close, and managing the PPP contract over its life. Successful completion of the Foundation level is a prerequisite.

Version 2 update: As of 1 December 2026, the program is aligned with CP3P Version 2, based on the refreshed PPP Guide (2026). The Execution exam now covers Chapters 5 to 7 (previously 5 to 8), with the contract management chapters consolidated and strengthened.

Version 2 also adds climate and environmental and social performance requirements, grievance management, and standardized terminology such as Procuring Authority, Project Company, and Construction and Operations Stages.

Objectives

By the end of the program, participants will be able to:

• Structure a PPP contract, including risk allocation, payment mechanisms and performance requirements

• Design and manage a competitive tender process through to contract award and financial close

• Set up and apply effective contract management through the Construction and Operations Stages

• Manage changes, disputes, grievances and contract termination or expiry

• Apply the Version 2 requirements on climate, environmental and social performance in contract design and management

• Prepare for and pass the APMG CP3P Execution examination.

Target Audience

The program is designed for individuals involved in procuring, negotiating and managing PPP contracts, including:

• Public sector officials in procuring authorities, PPP units and contract management teams

• PPP practitioners responsible for tendering, contract award and contract management

• Advisers and consultants (legal, financial and technical) supporting PPP transactions.

• Private sector professionals, such as bidders, lenders, investors and operators, working on PPP contracts

• CP3P Foundation holders progressing toward full CP3P certification (Preparation and Execution may be taken in either order).
